				<div class="et_pb_text_inner"><p>The National American Indian Housing Council (NAIHC) is pleased to announce the hiring of Pablo John as the organization’s Operations &amp; Development Manager.<br />Pablo John is an enrolled member of the Navajo Nation with nearly a decade of professional experience in accounting, business management, accounts receivable, federal grant administration, and program operations. Most recently, he served as a Program Analyst supporting the Administration for Native Americans through Tribal Tech, LLC, where he worked with federal programs serving Tribal communities and organizations nationwide.</p>
<p>Originally from Sweetwater, Arizona on the Navajo Nation, Pablo has built a career focused on strengthening organizations, improving operational effectiveness, and supporting initiatives that create positive outcomes for Native communities. He is known for his collaborative leadership style, strong work ethic, and ability to turn ideas and strategies into practical results.</p>
<p>In his role at NAIHC, Pablo will work closely with Ezra Kruger, Finance &amp; Grants Manager, to strengthen organizational operations, improve accounts receivable and accounts payable processing, support financial administration, assist with grant and contract management, and help advance organizational development efforts. Together, Pablo and Ezra will play an important role in increasing NAIHC’s operational capacity and supporting the organization’s ongoing efforts to improve financial processes, revenue generation, and member services.</p>
<p>Pablo’s background in accounting, business operations, and federal grant administration provides a valuable combination of skills that will support NAIHC as it continues strengthening its internal operations and positioning the organization for long-term success.<br />“Pablo brings a tremendous can-do attitude, strong organizational skills, and a genuine commitment to serving Tribal communities,” said Rudy Soto, Executive Director of NAIHC. “His experience in both accounting and federal program administration, combined with his collaborative approach and willingness to tackle challenges, will make him a valuable addition to our team. Working alongside Ezra, he will help expand our capacity, strengthen our operational foundation, and support NAIHC’s efforts to better serve our members.”</p>

				<div class="et_pb_text_inner"><p>The National American Indian Housing Council (NAIHC) is pleased to announce the hiring of Lucas LaRose as the organization’s new Chief Administrative Officer (CAO).</p>
<p>Lucas LaRose is an enrolled Winnebago tribal member and attorney with more than a decade of professional experience spanning legal practice, tribal economic development, federal procurement compliance, federal government relations, business development, and public policy. He brings extensive experience conducting legal research, drafting policy and legal memoranda, analyzing statutes and regulations, and advising executive leadership on complex operational and legal/regulatory matters.</p>
<p>In his role as CAO, Lucas will help strengthen NAIHC’s organizational foundations with a focus on grant administration, compliance, policy development, legal review, and he will provide support for finance and operations functions as well. His background in compliance oversight, policy implementation, and organizational process improvement will help support NAIHC’s continued operational stabilization and long-term growth.</p>
<p>Lucas has extensive experience in compliance and auditing roles where he monitored federal government regulations, drafted policies, developed standard operating procedures (SOPs), and worked collaboratively across departments to improve workflows. His work has consistently centered on advancing Tribal sovereignty, strengthening Native institutions, and helping organizations navigate complex regulatory environments with practical and mission-driven solutions.</p>
<p>“Lucas brings a unique combination of legal expertise, compliance experience, operational insight, and a strong understanding of Tribal governance that will be incredibly valuable to NAIHC,” said Rudy Soto. “He has even spent time working on Capitol Hill, which gives him a firsthand understanding of how Washington, D.C. operates and how policy decisions impact our communities. That perspective will be a force multiplier for our organization as we continue strengthening our internal operations while advancing Tribal housing priorities at the national level.”</p>
<p>NAIHC welcomes Lucas to the team and looks forward to the leadership and expertise he will bring in support of Native housing and Tribal self-determination.</p></div>

She has over 20 years of experience with the development and management of tribal and affordable housing. Prior to joining NAIHC, she spent 14 years with HUD&#8217;s Office of Native American Programs (ONAP), including 12 years with the Northern Plains ONAP in Denver, CO and two years with ONAP headquarters, where she focused on the Indian Community Development Block Grant (ICDBG) and Tribal HUD Veterans Affairs Supportive Housing (Tribal HUD-VASH) programs. From 2003 to 2011, she worked in the nonprofit field as an affordable housing developer in Duluth, MN, where she developed nearly 100 units of affordable housing, including one of the country&#8217;s first urban permanent supportive housing projects for Native American families. Her tribal affiliation is with Couchiching First Nation. </em></p></div>

<p style="font-weight: 400; text-align: left;">He is an enrolled member of the Navajo Nation. Lavar comes from the Greasewood community in the Northeastern parts of Arizona. Lavar attended Fort Lewis College in Durango, Colorado, earning a Bachelor of Arts in Modern Languages and diplomas in Spanish studies from Colegio de Espana in Salamanca, Spain. Has has also completed programs in teaching in El Salvador and Cuba. Lavar earned a Graduate Degree in Central and Eastern European Studies from La Salle University in Philadelphia, Pennsylvania. Before NAIHC, he held positions with the Department of Health and Human Services and the Department of the Interior. He has also held positions in Finance and communications with the Hay Group International and Population Services International.</p></div>

<p>He is an enrolled member of Enterprise Rancheria in Northern California. Ryan was born and raised in Sacramento, California where he attended Jesuit High School. He first worked for his Tribe as a cultural site monitor in the wake of the Campfire in Paradise, California.</p>
<p>Prior to joining NAIHC, Ryan attended the University of Arizona in the College of Social and Behavioral Sciences. This is his first position working with Tribes on a national scale.</p>

				<div class="et_pb_text_inner"><p>William Picotte, (prefers to be called Bill) serves as the Deputy Director with over 28 years of affordable housing development and management experience in Indian Country in the Indian Housing Authority (Quinault, Yakama, Gila River and San Carlos Apache Housing Authorities) and non-profits sectors (Oti Kaga, Inc. and Eagle Thunder HDC).  He has experience with a variety of resources including Low-Income Housing Tax Credits, Indian Housing Block Grant, the Affordable Housing Program of the Federal Home Loan Bank System, USDA Rural Development Programs, including Section 502, 504, 521, and the Community Facilities Program.  Bill’s grass-roots experience with the organizations enables his unique perspective on Native American housing concerns.</p>
<p>He has also worked for Fannie Mae, as the Senior Business Developer for Native American Initiatives and has testified to the Housing Sub-Committee of the Senate Banking, Housing and Urban Affairs Committee on matters of Rural and Native American housing.  He has served on several national boards, including the Housing Assistance Council (HAC), Fannie Mae’s National Advisory Committee, and the Affordable Housing Advisory Committee of the Federal Home Loan Bank of Des Moines.</p>
<p>Bill grew up in Eagle Butte, South Dakota on the Cheyenne River Sioux Reservation. Bill’s passion for serving Native Americans and their right to decent, safe, and affordable housing cultivated from desiring change within his home community.</p>

				<div class="et_pb_text_inner"><p>Brian Mann serves as the TTA Program Manager for the National American Indian Housing Council (NAIHC) in Washington, DC. Mr. Mann was born and raised on the Wind River Indian Reservation in Central Wyoming and is an enrolled member of the Eastern Shoshone Tribe in Fort Washakie, Wyoming. He is the former Deputy Executive Director of the Eastern Shoshone Housing Authority (ESHA) with over eight years’ experience working within affordable housing administration, development and advocacy.</p>
<p>During his time at ESHA, Brian was responsible for the application, management and compliance of various funding sources that facilitated ESHA’s development and housing management activities, including the Indian Housing Block Grant (IHBG), Indian Community Development Block Grant (ICDBG), Low Income Housing Tax Credits (LIHTC), the Federal Home Loan Bank Affordable Housing Program, BIA Housing Improvement Program (HIP), among other public and private funding sources.</p>
<p>Mr. Mann holds various certifications issued by the NAIHC Leadership Institute, including the General Housing Management Specialist, Housing Financial Management Specialist, Housing Occupancy Management Specialist, and the Housing Development Management Specialist. In 2014, he was awarded NAIHC’s most prestigious certification – the Professional Indian Housing Manager. Brian is a certified Financial Education Trainer, as designated by the First Nations Oweesta Corporation – Building Native Communities: Financial Skills for Families program, and he is also certified as a NAHASDA &amp; Tax Credit Compliance Professional (NTCCP) as designated by NAIHC and Travois.</p>
<p>Brian has a degree from Brookline College-Albuquerque in Business Administration and also attended the University of New Mexico and the Southwestern Indian Polytechnic Institute, both located in Albuquerque, New Mexico.</p>

She is passionate about supporting Indigenous Peoples and tribal communities with tribal sovereignty, self-determination, economic stability and cultural survival efforts.</p>
<p>Denise serves as the Policy and Program Assistant at National American Indian Housing Council which includes innovative and collaborative problem solving while supporting the organizations initiatives and program needs with project administrative support, membership support, training and technical assistance support, accounting support, event coordination support and working directly with the Deputy Director and Executive Director.</p>
<p>Prior to working with NAIHC, Denise recently graduated from Northwest Indian College with a Bachelor of Arts in Tribal Governance and Business Management. She plans on continuing with higher education working towards her masters degree.</p></div>

				<div class="et_pb_text_inner"><p>Linda Lee Retka is National American Indian Housing Council’s Program Director. She has more than 19 years of experience directly related to the management of all aspects of tribal housing programs. Her previous career positions with the Mille Lacs Band of Ojibwe included Grants Compliance Manager and Assistant Director of Housing. While employed with the Mille Lacs Band of Ojibwe she worked closely with the Eastern Woodlands Office of Native American Programs on several complex tribal housing issues, which now serve as models for Native urban housing development.</p>
<p>Since, joining NAIHC in 2010 her work has focused on providing strategic planning, program and policy analysis, technical assistance and training services to Indian Tribes, Tribally Designated Housing Entities (TDHEs) and ONAP. She has specialized technical expertise in the fields of housing, community development, and is an experienced facilitator, trainer, curriculum developer, and program evaluator.</p>
<p>Through her involvement in multi-tribal housing initiatives, Ms. Retka has been an innovator in providing affordable housing opportunities for tribal community members. She served as an American Indian representative board member of the Minnesota Emerging Markets Homeownership Initiative and a member of the Family and Youth Services Bureau’s “Partnering to Enhance Service Delivery and Outcomes for Native Youth” Tribal working group. LindaLee is an enrolled member of the Minnesota Chippewa Tribe, White Earth Nation.</p></div>
