William Picotte, (prefers to be called Bill) serves as the Deputy Director with over 28 years of affordable housing development and management experience in Indian Country in the Indian Housing Authority (Quinault, Yakama, Gila River and San Carlos Apache Housing Authorities) and non-profits sectors (Oti Kaga, Inc. and Eagle Thunder HDC).  He has experience with a variety of resources including Low-Income Housing Tax Credits, Indian Housing Block Grant, the Affordable Housing Program of the Federal Home Loan Bank System, USDA Rural Development Programs, including Section 502, 504, 521, and the Community Facilities Program.  Bill’s grass-roots experience with the organizations enables his unique perspective on Native American housing concerns.

He has also worked for Fannie Mae, as the Senior Business Developer for Native American Initiatives and has testified to the Housing Sub-Committee of the Senate Banking, Housing and Urban Affairs Committee on matters of Rural and Native American housing.  He has served on several national boards, including the Housing Assistance Council (HAC), Fannie Mae’s National Advisory Committee, and the Affordable Housing Advisory Committee of the Federal Home Loan Bank of Des Moines.

Bill grew up in Eagle Butte, South Dakota on the Cheyenne River Sioux Reservation. Bill’s passion for serving Native Americans and their right to decent, safe, and affordable housing cultivated from desiring change within his home community.
