<p><span style="text-decoration: underline;"><b>Position Description<br /></b></span>The Executive Director provides executive leadership and operational direction for a NAHASDA Indian Housing Block Grant program, ensuring the program delivers affordable housing in safe and healthy environments and is administered in a manner consistent with tribal self-determination and self-governance. The Executive Director is accountable for strategic planning, regulatory compliance, financial stewardship, staff leadership, and effective coordination with tribal leadership and other stakeholders to achieve program goals.</p>
<p><span style="text-decoration: underline;"><strong>To Apply<br /></strong></span>Interested applicants should submit a resume and cover letter, which combined should not exceed five pages. The cover letter shall explain experience and specific abilities as related to the specific required duties of the Executive Director. <p>The Eastern Shoshone Housing Authority is requesting proposals from qualified individuals and firms for professional services for a proposed low-income housing tax credit development to be located in or around the Wind River Indian Reservation. The intent of this proposal is to assist with the following:</p>
<p>All necessary work to submit an LIHTC application, additional optional grant applications, close with an investor, provide asset management services, and associated requirements.</p>
<p><em>Note: The Consultant will also coordinate with third parties on various documents/reports, including, but not limited to, Architects, Engineers, Environmental Professionals, and market analysts. The cost of those items will be covered under separate contracts with each provider.</em></p>
<p><span style="text-decoration: underline;"><strong>To Apply<br /></strong></span>Proposals to assist with these services must be submitted by 4:00 pm on April 2, 2026.</p>

<p>THI is soliciting the services of a qualified firm of certified public accountants to audit its books of accounts and records for fiscal years ending December 31, 2023, December 31, 2024, and December 31, 2025 (a separate audit for each year) with the option to audit the THI accounts and records for each of the two subsequent years. The Program Manager provides leadership across procurement, contractor oversight, project tracking, reporting, budget monitoring, and audit readiness, and supervises program staff to ensure consistent delivery of high-quality, compliant, and mission-driven services. This position is primarily office-based in Flagstaff and includes periodic travel to the Navajo and Hopi Nations to meet with contractors, homeowners, and program stakeholders, with occasional site visits as needed.</p>

<p><strong>General Purpose: </strong>Under general supervision of the Self-Help Manager, this role facilitates and delivers technical assistance to rural and Tribal communities and partner organizations to identify, plan, an execute community economic development projects. Provides training and technical assistance to Mutual Self-Help Housing grantees to help them meet deliverables under their Section 523 grants. Works with grantees and U.S. Department of Agriculture (USDA) Rural Development staff to ensure efficient grant management to include identifying obstacles and recommending improvements to enable homeownership opportunities for low- and very low-income families.</p>

<p>This procurement will be conducted in accordance with 2 CFR Part 200, 24 CFR Part 1000, and the IPHA adopted procurement policies.</p>
<p><strong>PROJECT DESCRIPTION</strong><br />The project consists of the architectural design of a single-family detached residence intended for construction as part of the TDHE&#8217;s affordable housing program.</p>

<p><strong>Position Summary:</strong> The Tribal Housing Director is responsible for the overall administration, management, and operation of the Tribe&#8217;s housing programs and properties. This includes overseeing developmet, maintenance, rehabilitation, and modernization of housing units; ensuring compliance with federal, state, and tribal housing regulations; and developing policies and programs that promote safe, affordable, and culturally appropriate housing for Tribal members. The Director provides strategic leadership, manages staff, oversees budgets and funding, and works collaboratively with Tribal leadership, federal agencies (including HUD and NAHASDA programs), and community partners to advance the Tribe&#8217;s housing goals.</p></div>

<p><strong>Job Summary:</strong> The Executive Director is responsible for managing the Chippewa Housing Authority, the designated housing entity for the Lac du Flambeau Tribe. The person occupying this position is expected to employ sound management skills and professional business standards in the day-to-day operations of the Housing Authority and its projects. This position will oversee the assignment and supervision of work for approximately 25+ employees. Other responsibilities include, but are not limited to: planning current and future housing projects; preparation of the Annual Housing Plan; serving as Contract Officer for construction projects; preparing requests for proposals and bid documents. This position is also responsible for assisting in grant writing by actively searching for and submitting grants relating to housing development. The Executive Director reports directly to, and is supervised by, the Chippewa Housing Authority Board of Commissioners, the governing entity of the organization.</p>
