Your participation as an attendee, presenter, exhibitor, or sponsor helped make the event a success! This year, we welcomed over 500 tribal leaders, tribal housing professionals, and industry partners for two days of learning and networking. NAIHC extends a big thank you to all breakout session presenters. The variety of session topics continues to make the Legal Symposium a must-attend event every year! HUD Announces Choice Neighborhoods Implementation Grant Program NOFO

The U.S. Department of Housing and Urban Development (HUD) announces the availability of an historically-high $379 million in funding to communities across the country. Tribal housing entities are eligible and encouraged to apply. The application deadline is January 11, 2023. The maximum grant award is $50 million.

NAIHC Seeks Qualified Individuals for its Executive Director Position Based in Washington, D.C.

The National American Indian Housing Council (NAIHC) is seeking a highly qualified individual to serve as full-time Executive Director based in its Washington, DC headquarters. The Executive Director is responsible for all business operations, including management of NAIHC assets, hiring, training, promotion, discipline and termination of employees; and for establishing and maintaining the business organization and structure to efficiently conduct the management functions of NAIHC. HUD Announces First-Ever Tribal Intergovernmental Advisory Committee

The U.S. Department of Housing and Urban Development (HUD) announced the members of the first-ever Tribal Intergovernmental Advisory Committee (TIAC). HUD Secretary Marcia L. Fudge is launching the committee to strengthen the nation-to-nation relationship between HUD and Tribal communities, coordinate policy across all HUD programs, and advise on the housing priorities of the American Indian and Alaska Native peoples. The function of TIAC is not to replace Tribal consultation, but rather serve as a tool to supplement it. The establishment of this first-ever committee follows consistent engagement between HUD and Tribes across the county.

HUD Announces Section 184 Skilled Worker Demonstration Program

The U.S. Department of Housing and Urban Development (HUD) announced that Section 184 Program now allows Tribes/TDHEs to obtain a loan from a Section 184 approved Lender for the construction of rental housing for Skilled Workers within a Tribe’s Section 184 Indian Area. Tribes/TDHEs are encouraged to apply through HUD by submitting a description of the proposed development, if available. Please note that the skilled worker tenant is not required to be an enrolled member of the Tribe.

HUD Seeks Tribal Feedback on ICDBG Grant Ceilings and General Programmatic Improvements

HUD announces Tribal Consultation efforts in regard to the Indian Community Development Block Grant (ICDBG) Imminent Threat Grants. Currently, HUD appropriations includes $5 million in imminent threat grants designed to help Tribal communities that are impacted by natural disasters, emergencies, and other threats. Tribes may apply for these grants through a non-competitive first come-first-serve process. To view the program guidance, please follow the link below.

President Biden to Host White House Tribal Nations Summit at the Department of the Interior in Washington D.C.

The White House announced that it will host the Tribal Nations Summit at the Department of the Interior on November 30 and December 1, 2022 in Washington D.C. This Summit provides an opportunity for Tribal leaders to engage directly with officials in the highest levels of the Administration and hear new announcements and efforts to implement key policy initiatives to support Indian Country.

Federal Communications Commission Announces Affordability Connectivity Campaign with Tribal Specific Benefit Program

The Federal Communications Commission’s Affordable Connectivity Program (ACP) provides a monthly internet service discount and a one-time connected device benefit from participating internet companies for qualifying low-income consumers living on Tribal lands. Eligible participants can benefit up to $75 to cover the cost of your internet service and a one-time device benefit of up to $100 for a computer, tablet, or laptop. HUD to Publish a Proposed Rule on the Section 184 Indian Home Loan Guarantee (Section 184) Program and Consultation Schedule

The Section 184 program is a home mortgage loan product specifically designed for American Indian and Alaska Native, Indian tribes, and Tribally Designated Housing Entities (TDHEs). HUD has been working to expand and revise the regulations to meet the program’s growing demands and strengthen the program to ensure that it remains viable for many years to come. As a result, HUD announced national and regional Tribal consultation sessions during a proposed rule’s public comment period. At each consultation session, HUD officials will provide a brief overview of the proposed rule, its impact on Tribes and Tribal borrowers, and then listen to comments on the proposed rule from attendees. Written comments may also be submitted during the public comment period as directed in the proposed rule. Once the proposed rule is published in the Federal Register, HUD will issue a second Dear Tribal Leader Letter to announce the publication of the proposed rule along with a link to the rule.

If you attended the Legal Symposium on December 5-7, 2022, in Las Vegas, then you may have heard about NAIHC’s Tribal Housing Assistance Resource Hub. It’s a website designed to link tribal members with housing services and assistance like mortgage, utility, and rental assistance offered by their tribe or state. NAIHC continues to request help from tribal housing programs to complete the Tribal Housing Assistance Survey that helps the organization to update the directory of services and make it available on the Resource Hub website for those tribal members in need. Here’s how to get started:

 

  1. Check the Resource Hub website for your program’s information.
  2. If your tribe is not listed, that means a survey was not completed on behalf of your program.
  3. Please have someone on your team to take 20 minutes to complete the survey. Questions focus on the types of housing services your program offers to tribal members, and the types of funding used to provide those services, including the Homeowner Assistance Fund (HAF) and the Emergency Rental Assistance (ERA) programs.

Travois Announces Their 23rd Annual Indian Country Affordable Housing & Economic Development Conference in Washington D.C.

FEMA Releases First Ever National Tribal Strategy

On August 19, 2022, the Federal Emergency Management Agency (FEMA) released a national strategy to address its responsibilities when preparing for and responding to disasters on tribal lands. According to the strategy document, it reflects the feedback from 78 tribal nations gathered from a tribal consultation in 2022 and calls for FEMA to initiate a national study on tribal emergency management capacity and capabilities, expand communications and training with tribes, and develop tribal-specific technical assistance resources. Tribes are also eligible to apply for the FEMA Building Resilient Infrastructure and Communities (BRIC) grant program that has a $50 million set aside. Follow the link for the 2022-2026 FEMA National Tribal Strategy.

USDA Announces New Resources to Empower Indigenous Food Sovereignty

The U.S. Department of Agriculture (USDA) announced new resources and new agreements of the USDA Indigenous Food Sovereignty Initiative, which promotes traditional food ways, Indian Country food and agriculture markets, and Indigenous health through foods tailored to American Indian/Alaska Native (AI/AN) dietary needs. USDA is partnering with tribal organizations on these projects to reimagine federal food and agriculture programs from an Indigenous perspective and inform future USDA programs and policies. The USDA Food Sovereignty Initiative was one of several efforts announced at the 2021 White House Tribal Nations Summit to better serve tribal governments, citizens, and organizations. U.S. EPA Informational Webinar for Tribes on Inflation Reduction Act (IRA) Funding Programs

The U.S. Environmental Protection Agency (EPA) announces consultation efforts on the financial assistance programs identified in the Inflation Reduction Act (IRA). EPA is seeking input from tribes on how EPA can use the IRA funding, based on the eligible activities and entities in the law. EPA would like to hear how we can support the efforts of tribal governments and tribal and indigenous communities to advance environmental and public health protection in Indian country and in other areas of interest to tribes and indigenous communities in the United States, to include U.S. territories and free-associated states.

Tribal consultation will be held to obtain input from tribes, based on the general programs authorized by the IRA. This consultation period will take place from October 28, 2022 – December 27, 2022, the consultation webinar will take place on November 15, 2022, at 2:30 PM Eastern Time. South Dakota Native Homeownership Coalition is Hiring!

The South Dakota Native Homeownership Coalition announces 5 positions available within a new, independent, 501(c)3 stand-alone organization. Currently, SDNHC is developing statewide homeownership and workforce development programs and envision a staff of seven employees by early 2023. They are seeking experienced applicants for five new positions:

  2. Operations Manager
  3. Homeownership Program Manager
  4. Workforce Development Program Manager
  5. Workforce Development Training Coordinator
Initially, these positions will be Lakota Funds staff positions. Once the new nonprofit entity is created, the positions will transition to be employees of the new organization.
