HUD Announces Community Compass NOFO

The U.S. Department of Housing and Urban Development (HUD) announced the Community Compass TA Program Grant last week. This program provides at least $80,681,000 for housing and community development agencies to increase knowledge, skills, tools, and systems to implement agency programs and policies to work toward solving complex housing issues in their communities. Applications are due March 28, 2023.

HUD Publishes Proposed Rule on Certification of Tribal Housing Counselors

HUD published a proposed rule outlining housing counselor certification requirements for housing IHBG and ICDBG program counselors. The proposed rule provides an alternative regulatory standard for compliance with the Dodd-Frank Act’s counselor certification requirement that recognizes Tribal sovereignty and self-determination, and accounts for the unique status of Tribal land and housing programs in Indian Country. HUD and NAIHC is encouraging Tribes to submit comments before the March 27, 2023 deadline. Please follow the link below to submit a comment.

Enterprise and Wells Fargo Launch Innovative Funding Competition

Enterprise and the Wells Fargo Foundation have launched a innovative competition that awards $20 million. The Housing Affordability Breakthrough Challenge will identify implementation-ready innovations that transform current practices and reimagine access to affordable homes. Eligible applicants will compete for individual grants of $1 million, $2 million and $3 million to scale ideas that lay the groundwork for system-wide change. Winners also will receive two years of technical assistance to turn their ideas into real-world programs.

FEMA’s Center for Domestic Preparedness announced open registration for the 8th Annual Tribal Nations Training Week from March 11-18, 2023 on the CDP campus in Anniston, AL. This training will offer a variety of specialized training courses for Tribal and Native professionals on a wide range of topics. Please note that each course has its own unique code in order to register.

U.S. Department of Energy Announces the Buildings Upgrade Prize

The U.S. Department of Energy’s Buildings Upgrade Prize (Buildings UP) is offering more than $22 million in cash prizes and technical assistance to teams across America with winning ideas to accelerate widespread, equitable energy efficiency and building electrification upgrades.

Up to 50 Application Support Prizes of $5,000 and 10 hours of technical assistance are available to help new and under-resourced teams complete Phase 1 applications. Community-based organizations, state and local governments, Indian tribes, building owners, utilities, nonprofit organizations, energy efficiency program implementers, and other organizations are encouraged to team up and apply. Phase 1 opens for submissions on February 18, 2023.

HUD ONAP has released the FY 2022 Indian Housing Block Grant (IHBG) Competitive Notice of Funding Opportunity (NOFO). Awards will range from $500,000 to $7,500,000, an increase from last year. HUD Extends Deadline for Tribal Feedback on ICDBG Grant Ceilings and General Programmatic Improvements

The Indian Community Development Block Grant (ICDBG) appropriation includes a $5 million set-aside for Imminent Threat grants. Currently, the maximum grant ceiling is set at $450,000 for non-Presidentially declared disasters and $900,000 for Presidentially declared disasters. These grant ceilings have been in place for many years and HUD recognizes that since these grant ceilings were established, costs have increased for things, such as transportation, construction materials, and labor. Recently, ONAP increased the grant ceilings and rehabilitation cost limits for the ICDBG Notice of Funding Opportunity (NOFO) to reflect higher costs.

HUD is seeking your input on Imminent Threat Program. Specifically, HUD is requesting your feedback on the following questions:
1. Should HUD increase the ICDBG Imminent Threat grant ceilings, and if so, what should the new maximum grant ceilings be?
2. Do you have any other suggestions on improvements that HUD could make to the ICDBG Imminent Threat program?

Federal Communications Commission Announces Affordability Connectivity Campaign with Tribal Specific Benefit Program

The Federal Communications Commission’s Affordable Connectivity Program (ACP) provides a monthly internet service discount and a one-time connected device benefit from participating internet companies for qualifying low-income consumers living on Tribal lands. Eligible participants can benefit up to $75 to cover the cost of your internet service and a one-time device benefit of up to $100 for a computer, tablet, or laptop. National Low Income Housing Coalition and UNAHA Released Report on ERA Fund Successes

NLIHC and the United Native American Housing Association (UNAHA) released a new report, Serving Native American Households Using ERA: Learning from High-Spending Programs. The report investigates the unique characteristics of high-spending emergency rental assistance (ERA) programs administered by Native American Tribes or Tribally Designated Housing Entities (TDHEs). Notably, it highlights Tribes and TDHEs varying levels of success in administering their ERA programs. Please follow the link below to reach more.

HUD Announces First-Ever Tribal Intergovernmental Advisory Committee

The U.S. Department of Housing and Urban Development (HUD) announced the members of the first-ever Tribal Intergovernmental Advisory Committee (TIAC). HUD Secretary Marcia L. Fudge is launching the committee to strengthen the nation-to-nation relationship between HUD and Tribal communities, coordinate policy across all HUD programs, and advise on the housing priorities of the American Indian and Alaska Native peoples. The function of TIAC is not to replace Tribal consultation, but rather serve as a tool to supplement it. The establishment of this first-ever committee follows consistent engagement between HUD and Tribes across the county.

HUD to Publish a Proposed Rule on the Section 184 Indian Home Loan Guarantee (Section 184) Program and Consultation Schedule

The Section 184 program is a home mortgage loan product specifically designed for American Indian and Alaska Native, Indian tribes, and Tribally Designated Housing Entities (TDHEs). HUD has been working to expand and revise the regulations to meet the program’s growing demands and strengthen the program to ensure that it remains viable for many years to come. As a result, HUD announced national and regional Tribal consultation sessions during a proposed rule’s public comment period. At each consultation session, HUD officials will provide a brief overview of the proposed rule, its impact on Tribes and Tribal borrowers, and then listen to comments on the proposed rule from attendees. Written comments may also be submitted during the public comment period as directed in the proposed rule. Once the proposed rule is published in the Federal Register, HUD will issue a second Dear Tribal Leader Letter to announce the publication of the proposed rule along with a link to the rule.

FEMA Releases First Ever National Tribal Strategy

On August 19, 2022, the Federal Emergency Management Agency (FEMA) released a national strategy to address its responsibilities when preparing for and responding to disasters on tribal lands. According to the strategy document, it reflects the feedback from 78 tribal nations gathered from a tribal consultation in 2022 and calls for FEMA to initiate a national study on tribal emergency management capacity and capabilities, expand communications and training with tribes, and develop tribal-specific technical assistance resources. Tribes are also eligible to apply for the FEMA Building Resilient Infrastructure and Communities (BRIC) grant program that has a $50 million set aside. Follow the link for the 2022-2026 FEMA National Tribal Strategy.

USDA Announces New Resources to Empower Indigenous Food Sovereignty

The U.S. Department of Agriculture (USDA) announced new resources and new agreements of the USDA Indigenous Food Sovereignty Initiative, which promotes traditional food ways, Indian Country food and agriculture markets, and Indigenous health through foods tailored to American Indian/Alaska Native (AI/AN) dietary needs. USDA is partnering with tribal organizations on these projects to reimagine federal food and agriculture programs from an Indigenous perspective and inform future USDA programs and policies. The USDA Food Sovereignty Initiative was one of several efforts announced at the 2021 White House Tribal Nations Summit to better serve tribal governments, citizens, and organizations. U.S. EPA Informational Webinar for Tribes on Inflation Reduction Act (IRA) Funding Programs

Tribal consultation will be held to obtain input from tribes, based on the general programs authorized by the IRA. This consultation period will take place from October 28, 2022 – December 27, 2022, the consultation webinar will take place on November 15, 2022, at 2:30 PM Eastern Time.
