HUD Announces Choice Neighborhoods Implementation Grant Program NOFO

The U.S. Department of Housing and Urban Development (HUD) announces the availability of an historically-high $379 million in funding to communities across the country. Tribal housing entities are eligible and encouraged to apply. The application deadline is January 11, 2023. The maximum grant award is $50 million.

NAIHC Seeks Qualified Individuals for its Executive Director Position Based in Washington, D.C.

The National American Indian Housing Council (NAIHC) is seeking a highly qualified individual to serve as full-time Executive Director based in its Washington, DC headquarters. The Executive Director is responsible for all business operations, including management of NAIHC assets, hiring, training, promotion, discipline and termination of employees; and for establishing and maintaining the business organization and structure to efficiently conduct the management functions of NAIHC. HUD Announces Tribal Directory Assessment Tool (TDAT) Enhancement Project to Update

The U.S. Department of Housing and Urban Development (HUD) announced their TDAT Enhancement Project to Tribal Directory Assessment Tool. TDAT is a tool developed by HUD to assist HUD staff and its Responsible Entities (RE) in identifying the federally recognized Indian tribes to consult with per Section 106 of the National Historic Preservation Act (NHPA), when assessing potential impacts a project may have on Tribal cultural resources and sites located on ancestral lands. REs are units of government who, as per regulation, assume the responsibility for environmental review, decision-making, and actions that would otherwise apply to HUD and can include Tribes.

HUD Seeks Tribal Feedback on ICDBG Grant Ceilings and General Programmatic Improvements

HUD announces Tribal Consultation efforts in regard to the Indian Community Development Block Grant (ICDBG) Imminent Threat Grants. Currently, HUD appropriations includes $5 million in imminent threat grants designed to help Tribal communities that are impacted by natural disasters, emergencies, and other threats. Tribes may apply for these grants through a non-competitive first come-first-serve process. The debt ceiling for imminent threats is capped $450,000 for non-Presidentially declared disasters and $900,000 for Presidentially declared disasters. These grant ceilings have been in place for many years. HUD recognizes that since these grant ceilings were established, costs have increased for things, such as transportation, construction materials, and labor.

As part of HUD’s commitment to Tribal consultation, they are requesting feedback for this program.

Specifically, HUD is requesting feedback on the following questions:
  1. Should HUD increase the ICDBG Imminent Threat grant ceilings, and if so, what should the new maximum grant ceilings be?
  2. Do you have any other suggestions on improvements that HUD could make to the ICDBG Imminent Threat program?

President Biden to Host White House Tribal Nations Summit at the Department of the Interior in Washington D.C.

The White House announced that it will host the Tribal Nations Summit at the Department of the Interior on November 30 and December 1, 2022 in Washington D.C. This Summit provides an opportunity for Tribal leaders to engage directly with officials in the highest levels of the Administration and hear new announcements and efforts to implement key policy initiatives to support Indian Country.

Federal Communications Commission Announces Affordability Connectivity Campaign with Tribal Specific Benefit Program

The Federal Communications Commission’s Affordable Connectivity Program (ACP) provides a monthly internet service discount and a one-time connected device benefit from participating internet companies for qualifying low-income consumers living on Tribal lands. Eligible participants can benefit up to $75 to cover the cost of your internet service and a one-time device benefit of up to $100 for a computer, tablet, or laptop. Tribal Services for Housing Assistance Survey

Complete the Tribal Housing Assistance Survey for a Chance to Win a Gift Card

There’s still time to help NAIHC by completing the Tribal Housing Assistance Survey. Every survey submission has a chance to win a $50 Amazon gift card. First, check the Resource Hub website for your program’s information. If your tribe is not listed, that means a survey was not completed on behalf of your program. Please have someone on your team to take 20 minutes to complete the survey. Questions focus on the types of housing services your program offers to tribal members, and the types of funding used to provide those services, including the Homeowner Assistance Fund (HAF) and the Emergency Rental Assistance (ERA) programs. Survey responses help to populate a database of Tribal Housing Assistance Resource Hub – a website designed to link tribal programs with housing resources like mortgage, utility, and rental assistance. These training webinars were created based on feedback provided during Tribal consultation on developing a coordinated environmental review. This training series is one of the deliverables in the Plan to Implement Coordinated Environmental Reviews, which was issued by an interagency work-group in April, 2022. FEMA Releases First Ever National Tribal Strategy

On August 19, 2022, the Federal Emergency Management Agency (FEMA) released a national strategy to address its responsibilities when preparing for and responding to disasters on tribal lands. According to the strategy document, it reflects the feedback from 78 tribal nations gathered from a tribal consultation in 2022 and calls for FEMA to initiate a national study on tribal emergency management capacity and capabilities, expand communications and training with tribes, and develop tribal-specific technical assistance resources. Tribes are also eligible to apply for the FEMA Building Resilient Infrastructure and Communities (BRIC) grant program that has a $50 million set aside. Follow the link for the 2022-2026 FEMA National Tribal Strategy.

Arizona Department of Health and Human Services to Host Tribal Opioid & Substance Use Conference

The Third Annual Tribal Opioid Conference hosted by the Arizona Department of Health and Human Services (ADHHS) on November 17 and 18, 2022, will focus on Indigenous approaches to building capacity and resilience to address substance use disorder. The Conference will provide a space for community health professionals to network, discuss their concerns, successes and challenges, and provide best practices related to substance misuse and abuse prevention, treatment and recovery.

The Tribal Opioid Conference will: 
  • Provide tribal models of substance misuse and abuse prevention 
  • Identify strategies to build capacity for data collection and integration 
  • Provide Federal and local efforts in Medically Assisted Treatment Programs 
  • Enhance knowledge in prevention and recovery in response to substance misuse

U.S. EPA Informational Webinar for Tribes on Inflation Reduction Act (IRA) Funding Programs

The U.S. Environmental Protection Agency (EPA) announces consultation efforts on the financial assistance programs identified in the Inflation Reduction Act (IRA). EPA is seeking input from tribes on how EPA can use the IRA funding, based on the eligible activities and entities in the law. EPA would like to hear how we can support the efforts of tribal governments and tribal and indigenous communities to advance environmental and public health protection in Indian country and in other areas of interest to tribes and indigenous communities in the United States, to include U.S. territories and free-associated states.

Tribal consultation will be held to obtain input from tribes, based on the general programs authorized by the IRA. This consultation period will take place from October 28, 2022 – December 27, 2022, the consultation webinar will take place on November 15, 2022, at 2:30 PM Eastern Time. The South Dakota Native Homeownership Coalition announces 5 positions available within a new, independent, 501(c)3 stand-alone organization. Currently, SDNHC is developing statewide homeownership and workforce development programs and envision a staff of seven employees by early 2023. They are seeking experienced applicants for five new positions:

  3. Homeownership Program Manager
  4. Workforce Development Program Manager
  5. Workforce Development Training Coordinator
