HUD Announces Consultation on Departmental Policy Addressing Radon in Environmental Review Processes

The U.S. Department of Housing and Urban Development (HUD) is in the process of developing a department wide radon policy to support HUD’s mission to create strong, sustainable healthy places to live and thrive. As part of HUD’s FY 2022-2026 Strategic Plan that recognizes housing’s essential role in the health of residents and identifies minimizing residential radon exposure as one of the strategies for improving health outcomes for residents of HUD-assisted housing.

&nbsp

HUD recognizes that each Tribe has its own unique circumstances and that they have utilized a variety of actions to address radon. HUD welcomes discussion on those activities and comments on the potential impacts (positive and negative) of HUD’s radon policy on, whether the proposed strategies for considering radon are implementable, what are roadblocks to success, and any other concerns related to radon in Indian country that can inform and help develop a radon policy that can be successfully implemented under a variety of circumstances. HUD is specifically interested in:

&nbsp

  • What concerns do you have about implementing the proposed radon policy?
  • What specific guidance would help you successfully identify and mitigate radon?
Consultation session 2 is scheduled for Wednesday, October 26, 2022, at 4:00 pm ET:  https://ems8.intellor.com/login/845426

HUD Announces Tribal Directory Assessment Tool (TDAT) Enhancement Project to Update

The U.S. Department of Housing and Urban Development (HUD) announced their TDAT Enhancement Project to Tribal Directory Assessment Tool. TDAT is a tool developed by HUD to assist HUD staff and its Responsible Entities (RE) in identifying the federally recognized Indian tribes to consult with per Section 106 of the National Historic Preservation Act (NHPA), when assessing potential impacts a project may have on Tribal cultural resources and sites located on ancestral lands. REs are units of government who, as per regulation, assume the responsibility for environmental review, decision-making, and actions that would otherwise apply to HUD and can include Tribes.

HUD Seeks Tribal Feedback on ICDBG Grant Ceilings and General Programmatic Improvements

HUD announces Tribal Consultation efforts in regard to the Indian Community Development Block Grant (ICDBG) Imminent Threat Grants. Currently, HUD appropriations includes $5 million in imminent threat grants designed to help Tribal communities that are impacted by natural disasters, emergencies, and other threats. Tribes may apply for these grants through a non-competitive first come-first-serve process. The debt ceiling for imminent threats is capped $450,000 for non-Presidentially declared disasters and $900,000 for Presidentially declared disasters. These grant ceilings have been in place for many years. HUD recognizes that since these grant ceilings were established, costs have increased for things, such as transportation, construction materials, and labor

&nbsp

As part of HUD’s commitment to Tribal consultation, they are requesting feedback for this program.

&nbsp

Specifically, HUD is requesting feedback on the following questions:
  1. Should HUD increase the ICDBG Imminent Threat grant ceilings, and if so, what should the new maximum grant ceilings be?
  2. Do you have any other suggestions on improvements that HUD could make to the ICDBG Imminent Threat program?
Comments should be submitted electronically to [email protected] by November 25, 2022.

Survey responses help to populate a database of Tribal Housing Assistance Resource Hub – a website designed to link tribal programs with housing resources like mortgage, utility, and rental assistance.
