Oglala Lakota Housing Authority | RFP In-House Legal Counsel Services 26, 27, 28

Oglala Lakota Housing Authority (“OLHA”), a Tribally Designated Housing Entity (TDHE), is requesting proposals from qualified Attorney or Law Firms for legal counsel services relating to CY2026, CY2027, and CY2028.

Scope of Work
Legal Counsel shall be retained for the purpose of providing legal counsel services for OLHA Planning and Administration, Maintenance, Development, Construction, Housing Services, OLHA – TDHE & LIHTC projects in addition to other projects assigned and related to OLHA grants and account management.

Training: Property Maintenance Management

Description: The Property Maintenance Management for Tribal Housing training is a 3-day, hands-on program aligned with NAHASDA and HUD guidelines that helps tribal housing staff and property managers develop effective maintenance policies for HUD-assisted properties. Participants learn strategies for preventive and routine maintenance, sustainability, budgeting, staffing, procurement, work order systems, tenant relations, and workplace safety, while preparing for certifications like NCHM’s Certified Manager of Maintenance (CMM) to support long-term housing viability.

Description: This two-day course focuses on how Tribally Designated Housing Entities (TDHEs) can use NAHASDA funds to support residents’ efforts to become self-sufficient. Participants will explore what self-sufficiency means, what self-sufficiency could look like for residents and their TDHEs, eligible activities under NAHASDA, asset-building and workforce development strategies to promote self-sufficiency, and the role of community partnerships.

Description: The Tribal HUD VASH Grant Renewal, designed to help you understand the renewal application process. This engaging training will provide Tribes and Tribally Designated Housing Entities (TDHEs) with the knowledge needed to navigate the annual renewal application and adapt to changes in the grant funding process. You will also learn how to effectively track Tribal HUD VASH funds using the Leasing Performance Report and how to calculate VASH-RAP amounts for next year’s funding. This training is a valuable opportunity to access essential tools and best practices for successful grant renewal application submissions and to enhance your skills in managing the Tribal HUD VASH Program.

Participants will also gain familiarity with the HUD IHP/APR forms and learn how to complete and submit them through EPIC or GEMS. This course is highly interactive, and participants will have time to ask questions and complete easy quizzes and exercises.

This course if offered free of charge to tribal housing professionals through a funding agreement between the NAIHC and the U.S. Department of Housing & Urban Development’s Office of Native American Programs.

Self-Monitoring for Housing is designed to assist housing departments and housing authorities in performing the required self-monitoring under NAHASDA. The course includes a basic overview of the requirements and in depth discussion of each self-monitoring questionnaire issued by ONAP.

Conveyance training is to assist Housing Authorities in completing the proper steps to convey units as they are paid off. The class will help staff understand their roles and responsibilities in transferring the unit as well as helping the homeowners understand their new responsibilities.

This training is designed to support the development of Permanent Supportive Housing (PSH) projects to serve tribal homelessness on reservations. Tribal housing authority staff and any other tribal departments staff and/or tribal council will gain an understanding of permanent supportive housing. They will be engaged in and committed to the development and implementation of a PSH project. Students will gain a clear understanding of funding sources available for PSH along with a timeline and a funding plan.

Participants will learn of the various HUD requirements they will need to ensure their Housing Entity/Program has in place. Their role in providing oversight for a successful Indian Housing Program, and the duties of the Housing Board of Commissioners in this process. The course materials will cover eligible program activities, eligible participants and the required policies and procedures that must be in place and adopted.

This training covers the key roles and responsibilities of Executive Directors of TDHEs or tribal housing departments on the day-to-day management. It also covers an oversight of the NAHASDA funded programs and key elements of compliance. This session describes the expected reporting and relationships to the tribal leadership (Tribal Council and/or Board of Commissioners) and HUD.
