Mark your calendars for the 2023 AMERIND | NAIHC Annual Convention | May 8-11 | Waikoloa, Hawaii

You are invited to the 2023 AMERIND | NAIHC Annual Convention and Tradeshow in Waikoloa, Hawaii from May 8-11, 2023. Both organizations are excited to bring over 700 tribal housing professionals, housing advocates, tribal leaders, and federal and state partners to Native Hawaiian homelands and learn more about their history and culture. 

This year’s convention features remarks from notable keynote speakers and topical panel discussions highlighting innovative works and best practices from tribal, Alaska Native, and Native Hawaiian housing programs. Convention attendees also have access to over 60 breakout sessions and opportunities to network at nightly activities including a luau.

The National American Indian Housing Council (NAIHC) is excited to welcome tribal housing executives and staff to Washington, DC, for our annual Legislative Conference. Our conference is a unique opportunity for tribal housing officials to meet with Congress. Join us on Wednesday, February 22, 1:00 pm ET, for an Advocacy 101. Learn the basics on how to advocate and convey your message during your meetings on the Hill, also learn of effective target offices to get Tribal funding bills passed. HUD Announces Community Compass NOFO

The U.S. Department of Housing and Urban Development (HUD) announced the Community Compass TA Program Grant last week. This program provides at least $80,681,000 for housing and community development agencies to increase knowledge, skills, tools, and systems to implement agency programs and policies to work toward solving complex housing issues in their communities. Applications are due March 28, 2023.

NAIHC Seeks Qualified Individuals for its Executive Director Position Based in Washington, D.C.

The National American Indian Housing Council (NAIHC) is seeking a highly qualified individual to serve as full-time Executive Director based in its Washington, DC headquarters. The Executive Director is responsible for all business operations, including management of NAIHC assets, hiring, training, promotion, discipline and termination of employees; and for establishing and maintaining the business organization and structure to efficiently conduct the management functions of NAIHC. The Legislative Committee meeting is a monthly call held to share the latest Tribal housing legislative updates, grant announcements, and other policy and program updates from NAIHC and other participants.

HUD Publishes Proposed Rule on Certification of Tribal Housing Counselors

HUD published a proposed rule outlining housing counselor certification requirements for housing IHBG and ICDBG program counselors. The proposed rule provides an alternative regulatory standard for compliance with the Dodd-Frank Act’s counselor certification requirement that recognizes Tribal sovereignty and self-determination, and accounts for the unique status of Tribal land and housing programs in Indian Country. HUD and NAIHC is encouraging Tribes to submit comments before the March 27, 2023 deadline. Please follow the link below to submit a comment.

HUD Tribal Consultation Schedule on Section 184 Proposed Rule

The U.S. Department of Housing and Urban Development (HUD) is conducting national and regional Tribal consultations during the recent Section 184 proposed rule’s public comment period. At each consultation session, HUD officials will provide an overview of the proposed rule, explain its impact on Tribes and Tribal borrowers, and then listen to comments on the proposed rule from attendees. Written comments may also be submitted during the public comment period as directed in the proposed rule.

Enterprise and Wells Fargo Launch Innovative Funding Competition

Enterprise and the Wells Fargo Foundation have launched a innovative competition that awards $20 million. The Housing Affordability Breakthrough Challenge will identify implementation-ready innovations that transform current practices and reimagine access to affordable homes. Eligible applicants will compete for individual grants of $1 million, $2 million and $3 million to scale ideas that lay the groundwork for system-wide change. Winners also will receive two years of technical assistance to turn their ideas into real-world programs.

HUD, USDA, EPA Announce Housing Solutions in Rural Recreation Communities Webinar

The Environmental Protection Agency Office of Community Revitalization (EPA), U.S. Department of Agriculture Rural Development (USDARD) and Housing and Urban Development (HUD) announce webinar on Housing Solutions and invite communities to join for a discussion to address housing in gateway communities.
Topics covered:
  • Overview of USDA RD’s funding opportunities and Housing & Urban Development’s Federal programs to support housing projects.
  • King City, California, will provide unique strategies that meet demands in the Central Coast wine region near Pfeiffer Big Sur State Park.
  • Jackson Land Trust will outline the Public/Private Partnership with U. S. Forest Service National Park Service in Wyoming.
Webinar is scheduled for Wednesday February 15, 2023 – 1:00 p.m. to 2:30 p.m. CST.

Department of Health and Human Services Announces Opioid Response Funding Opportunities

DHHS’s Health Resources and Administration Rural Communities (HRSA) Opioid Response Program announces funding available for Tribes and Tribal Organizations to reduce the incidence and impact of neonatal abstinence syndrome by improving systems of care, family support systems, and social determinants of health. Tribal Services for Housing Assistance Survey

Complete the Tribal Housing Assistance Survey for a Chance to Win a Gift Card – 20-Minute Survey Helps Us Help You!

If you attended the Legal Symposium on December 5-7, 2022, in Las Vegas, then you may have heard about NAIHC’s Tribal Housing Assistance Resource Hub. It’s a website designed to link tribal members with housing services and assistance like mortgage, utility, and rental assistance offered by their tribe or state. NAIHC continues to request help from tribal housing programs to complete the Tribal Housing Assistance Survey that helps the organization to update the directory of services and make it available on the Resource Hub website for those tribal members in need. Here’s how to get started:

 

  1. Check the Resource Hub website for your program’s information.
  2. If your tribe is not listed, that means a survey was not completed on behalf of your program.
  3. Please have someone on your team to take 20 minutes to complete the survey. Questions focus on the types of housing services your program offers to tribal members, and the types of funding used to provide those services, including the Homeowner Assistance Fund (HAF) and the Emergency Rental Assistance (ERA) programs.

Harvard University Joint Study for Housing Studies Releases Study on How Design Can Improve Affordable Housing On Tribal Land

Harvard University releases study on the need for culturally-designed homes and highlights how projects that are funded, and designed, are often poorly built and designed in ways that do not respect cultural norms, perpetuating the economic instability implicit in inadequate housing. Simultaneously, there are several promising nascent efforts to develop housing that is affordable, higher quality, and culturally sensitive.

FEMA announces the 8th Annual Tribal Nations Training Week in Anniston, Alabama

FEMA’s Center for Domestic Preparedness announced open registration for the 8th Annual Tribal Nations Training Week from March 11-18, 2023 on the CDP campus in Anniston, AL. This training will offer a variety of specialized training courses for Tribal and Native professionals on a wide range of topics. Please note that each course has its own unique code in order to register.

The 988 Suicide & Crisis Lifeline provides free and confidential 24/7 suicidal crisis and emotional support services via a toll-free hotline by dialing or texting 988. 988 was established to improve access to crisis services in a way that meets our country’s growing crisis behavioral health care needs. 988 will provide easier access to related behavioral health crisis resources, which are distinct from 911.

U.S. Department of Energy Announces the Buildings Upgrade Prize

The U.S. Department of Energy’s Buildings Upgrade Prize (Buildings UP) is offering more than $22 million in cash prizes and technical assistance to teams across America with winning ideas to accelerate widespread, equitable energy efficiency and building electrification upgrades.

Up to 50 Application Support Prizes of $5,000 and 10 hours of technical assistance are available to help new and under-resourced teams complete Phase 1 applications. Community-based organizations, state and local governments, Indian tribes, building owners, utilities, nonprofit organizations, energy efficiency program implementers, and other organizations are encouraged to team up and apply. Phase 1 opens for submissions on February 18, 2023.
